Special prosecutor contract not renewed Council cuts funds for person they hired to investigate corruption By Kathy Helms WINDOW ROCK — The Special Division of Window Rock District Court has decided not to renew the contract of Special Prosecutor Alan L. Balaran, who was hired in January 2010 to investigate allegations of illegal and unethical behavior by elected officials and employees of the Navajo Nation.
